Repatriation from Washington DC, United States

Specific guidance for arranging repatriation from Washington DC. Local documentation contacts, airport cargo routes, and the typical process for cases originating in this area.

Washington DC is the federal capital of the United States and a distinct administrative entity — the District of Columbia — that is not part of any US state. This has real practical consequences when a death occurs. DC has its own government, its own courts, its own medical examiner system, and its own vital records registration that runs entirely separately from any of the 50 states. British nationals in Washington DC include embassy and High Commission staff, think-tank and NGO professionals, academics at Georgetown and George Washington University, business visitors, and a significant tourist population visiting the National Mall and government buildings.

Consular coverage

The British Embassy Washington DC (3100 Massachusetts Avenue NW, Washington DC 20008) handles consular matters for deaths in the District of Columbia. For deaths elsewhere in the mid-Atlantic states, the British Consulate General New York has jurisdiction, but deaths in DC proper go through the Embassy.

What DC law requires

DC Code § 7-215 et seq. (Vital Statistics Act): Deaths in DC are registered with the DC Vital Records Division (Department of Health). The Death Certificate is issued by DC DOH.

DC Office of the Chief Medical Examiner (OCME, 401 E Street SW, Washington DC 20024): The DC OCME has jurisdiction over all deaths in the District that are sudden, violent, unexplained, or unattended. The DC CME is appointed by the Mayor and operates independently of any state system. Post-mortems are conducted at the OCME facility at 401 E Street SW.

Metropolitan Police Department (MPD): MPD investigates sudden and violent deaths in DC. For deaths on federal property (the National Mall, Capitol grounds, federal buildings), the United States Capitol Police, National Park Service, or relevant federal law enforcement agency may have concurrent or primary jurisdiction — which can complicate the documentation chain.

DC Department of Health burial transit permit: Required for movement of human remains out of DC, including internationally.

Medical coverage

MedStar Washington Hospital Center (110 Irving Street NW) and George Washington University Hospital (900 23rd Street NW) are the main private academic hospitals. Children’s National Hospital (111 Michigan Avenue NW) handles paediatric cases. Sibley Memorial Hospital (5255 Loughboro Road NW) serves the north-west DC corridor. For trauma, MedStar Washington and George Washington are the primary trauma centres.

The documentation chain

1. DC death certificate from DC Vital Records Division (DC Department of Health). 2. MPD police report (in sudden/violent deaths) or relevant federal law enforcement report. 3. DC OCME post-mortem (if CME jurisdiction applies — 401 E Street SW). 4. OCME release of the body. 5. DC Department of Health burial transit permit. 6. Embalming certificate. 7. IATA cargo documentation — DCA (Reagan National Airport) or IAD (Dulles International Airport) to LHR.

Washington Dulles International Airport (IAD) has direct services to London Heathrow (LHR) via British Airways and United Airlines (approximately 7.5 hours). Reagan National Airport (DCA) serves domestic connections to LHR hubs.
