Repatriation from Chengdu, China

There is no direct flight from Chengdu to London. Every repatriation cargo case from Chengdu requires a domestic connecting flight — either north to Beijing (PEK, 2.5 hours) for British Airways’ PEK-LHR route, or east to Shanghai Pudong (PVG, 2.5 hours) for BA’s PVG-LHR route. This domestic leg adds a day to the logistics chain and requires coordination between the Chengdu funeral director and the cargo operations at the connecting hub. As with all China cases, every document will be in Mandarin and certified English translations are mandatory.

What the British Consulate does — and does not do

The British Consulate General Chengdu (No. 4, Lingshiguan Road, Chengdu, Sichuan 610041) covers the southwestern provinces: Sichuan, Yunnan, Guizhou, Tibet, and Chongqing municipality. Families should verify the current operational status of the BCG Chengdu on the FCDO website before contact, as consular coverage arrangements in China have been subject to change.

The Consulate can: Register the death in UK consular records. Advise on documentation for UK authorities.

The Consulate cannot: Repatriate the body. Pay any costs. Instruct Chinese authorities.

What Chinese/Sichuan law requires

Under the Regulation on Funeral and Interment Management (殡葬管理条例) and Sichuan provincial implementing rules, sudden deaths in Chengdu are reported to the Chengdu Public Security Bureau (成都市公安局). The PSB forensic medicine unit (法医) investigates. For hospital deaths with a certified cause, the treating hospital issues the death certificate.

The documentation chain

1. 死亡医学证明书 (Medical Certificate of Death). From the treating hospital or PSB forensic physician.

2. 死亡证明书 (Registered Death Certificate). Filed with the relevant Chengdu district Civil Affairs Bureau (民政局).

3. Notarisation. By a Chengdu-based Chinese notary public (公证处).

4. 运送出境许可证 (Export Transport Permit). Issued by the Chengdu Municipal Civil Affairs Bureau (成都市民政局) or the Sichuan provincial authority, under Ministry of Civil Affairs authorisation.

5. Embalming certificate.

6. Freedom from infection certificate.

7. Certified Mandarin-to-English translations of all documents.

8. IATA cargo documentation — covering both the domestic leg and the international leg separately.

Airport and cargo routing

Chengdu has two international airports: Chengdu Shuangliu International Airport (CTU) and the newer Chengdu Tianfu International Airport (TFU). Cargo routing for both airports is indirect: the funeral director arranges transfer to Beijing (PEK) or Shanghai Pudong (PVG) for the BA direct LHR service. The choice of PEK or PVG depends on cargo schedules at the time of the case.

Timeline from Chengdu

• Hospital-certified natural death: 14 to 21 days (including translations and domestic transfer)
• PSB/forensic case: 21 to 35 days
• Prolonged investigation: 6 to 12 weeks

Key local considerations

Chengdu is China’s gateway to Tibet and is a base for British trekkers and adventure travellers exploring the Tibetan plateau. Deaths in Tibet (Tibet Autonomous Region) are under Lhasa PSB jurisdiction and require transfer of both the case and the remains to a point where civil aviation cargo is available — a significantly more complex logistics scenario than a Chengdu city death.
