Quick answer

Repatriation from Russia to Japan: what to expect

Russian nationals in Japan number around 8,000 residents, including professionals, students, and families with Japanese-Russian ties. Japan-Russia relations have been significantly strained since 2022, and the Japanese Embassy in Moscow continues to operate with a reduced staff following the mutual expulsions of diplomats. Families in Russia requiring repatriation to Japan should contact the Japanese Embassy in Moscow directly. Russian documentation requires certified Japanese translation for the municipal office (shiyakusho). (Japanese Ministry of Foreign Affairs, 2025.)

  • Key document: svidetelstvo o smerti (death certificate, in Russian) (in Russian)
  • Documentation takes 7-14 days. Appoint a specialist on day one.
  • British Embassy or High Commission in Moscow registers the death and advises. They cannot fund repatriation.
  • Death must be registered with the local ZAGS (Registry Office) promptly.
  • Japan Embassy in Moscow can advise on documentation. They cannot fund repatriation.

The process

What happens after a death in Russia

Call 112 for emergency services. Death is certified by a physician and the svidetelstvo o smerti is registered with the local ZAGS (Registry Office). Police and the Sledstvenny Komitet (Investigative Committee) take jurisdiction for violent or unexplained deaths. Families should be aware that the FCDO advises against travel to Russia, and consular access by some Western embassies has been significantly reduced since 2022.
