City repatriation guide

Repatriation from Houston, United States

Specific guidance for arranging repatriation from Houston. Local documentation contacts, airport cargo routes, and the typical process for cases originating in this area.

The United States does not have a national death investigation system. Each county operates its own Medical Examiner’s Office or Coroner’s Office under state law. For Houston (the most populous city in Texas) the relevant authority is the Harris County Institute of Forensic Sciences (HCIFS), formerly the Harris County Medical Examiner’s Office. Understanding what the HCIFS does, what the British Consul does, and what the funeral home does is the clearest way to understand the process.

What the British Consul does, and does not do

The British Consulate General Houston (Wells Fargo Plaza, 1000 Louisiana Street, Suite 1900, Houston TX 77002) is the first official point of contact for British national deaths in the greater Houston area and Texas Gulf Coast region.

The Consul can: Register the death in the UK consular records. Assist with contacting relatives in the UK. Provide a list of local funeral homes with international repatriation experience. Advise on the documents UK authorities will need.

The Consul cannot: Repatriate the body. Pay for repatriation or associated costs. Recommend a specific funeral home. Instruct American authorities to expedite any legal process.

This distinction matters. British families sometimes call the Consulate expecting it to manage the repatriation. The Consul’s role is advisory and documentary, not operational.

What Texas/Harris County law requires

Under Texas Health and Safety Code Chapter 166 and the Local Government Code, a death is reportable to the Medical Examiner when it is sudden, violent, unexplained, or occurs without a physician’s attendance. The Harris County Institute of Forensic Sciences (1885 Old Spanish Trail, Houston TX 77054) conducts official autopsies for these cases.

For deaths in hospital with a certified cause, the attending physician issues the death certificate directly. No ME involvement.

The Texas death certificate is a standard US document, bilingual (English only) and accepted by UK authorities.

The documentation chain

1. Texas Death Certificate. Issued by the Texas Vital Statistics Unit (Texas Department of State Health Services) via the funeral home. Certified copies are required: obtain at least 5.

2. Medical Examiner’s certificate or release (where applicable). The HCIFS issues a case number and authorisation for release of the body when its examination is complete.

3. Transit permit. The licensed Houston funeral home arranges the state transit permit for movement of remains.

4. Embalming certificate. Required for air transport from the USA.

5. IATA airline cargo documentation. Prepared by the funeral home for the cargo handover at George Bush Intercontinental Airport.

No separate export permit is required from a US government agency: the funeral home documentation package is the operative authorisation.

Airport and cargo routing

Houston George Bush Intercontinental Airport (IAH) is a major international hub. British Airways operates IAH-LHR direct. United Airlines also has IAH-LHR. The IAH cargo terminal handles human remains.

Timeline from Houston

  • Hospital-certified natural death: 7 to 14 days
  • HCIFS medical examiner case: 14 to 21 days
  • Full criminal investigation: 4 to 8 weeks

Key local considerations

Houston has a British business community in the energy and petrochemical industry: the headquarters of many offshore energy companies are in the Houston area. Business traveller deaths among oil and gas professionals are among the more common repatriation cases from this city.
