Riyadh is the capital of Saudi Arabia and the largest British population centre in the country. The British community here is drawn primarily by the defence and energy sectors: BAE Systems has a substantial long-term presence in the Kingdom linked to the Al Yamamah defence programme; Saudi Aramco employs British engineers in management and technical roles; and a growing number of British professionals are working across financial services, healthcare, and government advisory functions under Saudi Vision 2030. The British School Riyadh educates the children of many of these families.
British nationals in Riyadh are not primarily tourists. Most are residents on long-term contracts or expatriates with established lives in the city. Deaths here tend to be medical emergencies, road accidents (Riyadh has extremely high road fatality rates), or workplace incidents.

The Embassy team includes consular officers with extensive experience in Saudi Arabia’s administrative process. The Saudi legal and bureaucratic framework is complex for families unfamiliar with it, and consular support is essential from the earliest stage.
What Saudi law requires
Code of Criminal Procedure (نظام الإجراءات الجزائية), Royal Decree M/39, Ramadan 1422H (2001): All sudden, violent, suspicious, or unexplained deaths are investigated by the Public Prosecution (النيابة العامة — formerly the Bureau of Investigation and Public Prosecution, restructured by Royal Decree in 2017). The Public Prosecution must close its investigation and issue a release order before the body can be prepared for repatriation.
Forensic examination: Ordered by the Public Prosecution where cause of death is unclear. Saudi forensic pathology is conducted under the General Directorate of Forensic Evidence (الإدارة العامة للأدلة الجنائية), which operates under the Public Security Presidency.
Death registration: Registered at the relevant district Civil Affairs office (الأحوال المدنية) under the Ministry of Interior. The death certificate (شهادة الوفاة) is issued in Arabic.
Ministry of Health export permit: The Ministry of Health (وزارة الصحة) issues the international transport authorisation. This cannot be obtained until the Public Prosecution has closed its file.
Ministry of Foreign Affairs authentication: Official documents must be authenticated by the Saudi Ministry of Foreign Affairs (وزارة الخارجية) before they can be used internationally. This is separate from any apostille process.
Cremation: Cremation is prohibited in Saudi Arabia. The body must be repatriated intact.
Forensic facilities in Riyadh
The main forensic pathology facility serving Riyadh is the Department of Forensic Medicine at King Fahad Medical City (مدينة الملك فهد الطبية), Riyadh, or the forensic laboratories under the General Directorate of Forensic Evidence. Saudi forensic infrastructure has improved substantially over the past decade as part of the Vision 2030 healthcare investment programme, but the process remains slower than European equivalents due to the sequential nature of the Public Prosecution’s involvement.
Documentation for repatriation
All documents are in Arabic. Certified English translation is required for UK customs and registration purposes. The typical documentation chain:
- Arabic death certificate (شهادة الوفاة) with certified translation
- Public Prosecution closure order and body release authorisation
- Post-mortem report (if autopsy conducted) with certified translation
- Ministry of Health international transport permit
- Ministry of Foreign Affairs document authentication stamps
- Embalming certificate
- Zinc-lined coffin certificate

Arabic legal translation in Riyadh is widely available. The Embassy can assist with identifying reliable accredited translators. Allow three to five working days for translation and authentication of a full document set.
Flight routing
King Khalid International Airport (RUH), Riyadh: Saudia (Saudi Arabian Airlines) operates direct RUH-LHR services. British Airways also operates this route. The direct routing is straightforward for cargo. Both carriers have cargo divisions familiar with human remains transport.
Allow 21 to 35 days from death to arrival in the UK for straightforward cases. Cases involving longer Public Prosecution investigations extend this significantly.
Specific Riyadh factors
Road conditions: Riyadh has extremely high road traffic fatality rates. Road accidents are among the leading causes of death for British nationals in Saudi Arabia. The Public Prosecution investigates all road fatalities, which adds to timeline.
Medical deaths in private hospitals: Riyadh has a large private hospital sector (King Faisal Specialist Hospital, Saudi German Hospital, Dr. Sulaiman Al-Habib hospitals) treating significant numbers of British residents. Hospital deaths that are not sudden or suspicious are typically straightforward for certification purposes, but the Ministry of Health permit is still required.
Workplace deaths: Deaths involving British contractors at defence or energy facilities may involve additional layers of investigation by the relevant Saudi ministries or regulatory bodies before the Public Prosecution closes its file.
Practical points for families
Riyadh-based employers with long-term British staff almost always have established protocols for dealing with deaths among their workforce — this is particularly true of BAE Systems, Saudi Aramco, and the major hospitals. If the deceased was employed here, contact the employer’s HR or security function immediately. They will have relationships with the relevant local authorities.
