Podgorica is the capital of Montenegro and the country’s administrative and logistical hub. Most British tourists enter Montenegro through Tivat Airport (TIV) or Dubrovnik Airport across the Croatian border, heading directly to the Bay of Kotor or the Montenegrin Riviera rather than to Podgorica itself. This site has a page for Kotor, the primary British tourist destination. Podgorica matters in a different way: it is where the official processes happen.
All significant documentation — death registration with the national authority, contact with the Ministry of Interior and Ministry of Health, and the issuance of international transport permits — is coordinated through the capital. Deaths occurring anywhere in Montenegro, including at coastal resorts, will route their administrative tail through Podgorica.
Podgorica International Airport (TGD) is the national airport and, for human remains cargo, the principal departure point. Some repatriations use Dubrovnik Airport (DBV, Croatia) across the border, which has better connectivity to the UK — but this requires an international road transfer under Montenegrin and Croatian health documentation.
Consular coverage
There is no permanent British diplomatic mission in Montenegro. British nationals require assistance from the British Embassy Belgrade (Serbia), which has non-resident accreditation to Montenegro.

Given the lack of a resident mission, response times are longer than in countries with an in-country Embassy. The FCDO 24-hour helpline is the primary immediate contact.
What Montenegrin law requires
Zakonik o krivičnom postupku (Criminal Procedure Code, Official Gazette of Montenegro 57/2009, as amended): All sudden, violent, and unexplained deaths are reported to the Uprava policije (Police Administration, Podgorica). The Državno tužilaštvo (State Prosecutor’s Office) supervises investigation cases and may order a forensic autopsy.
Zakon o matičnim knjigama (Act on Civil Registry, Official Gazette 01/09): Deaths are registered at the Uprava za evidenciju i podatke (Administration for Data Records, MUP/Ministry of Interior). The izvod iz matične knjige umrlih (death certificate extract) is issued here.
Forensic post-mortem: The Odjeljenje za sudsku medicinu (Forensic Medicine Department) at Klinički centar Crne Gore (Clinical Centre of Montenegro, Podgorica) performs autopsies ordered by the State Prosecutor.
Ministry of Health transport permit: The Ministarstvo zdravlja (Ministry of Health) issues the international transport authorisation. Montenegro is a signatory to the Strasbourg Agreement on the Transfer of Corpses (1973), which simplifies documentation for transfers to other signatory states including the UK.

Medical coverage
Klinički centar Crne Gore (Clinical Centre of Montenegro, Ljubljanska bb, Podgorica) is the main national hospital. For British tourists injured at coastal resorts, the main acute hospitals are in Kotor (Dom Zdravlja Kotor) and Bar. Serious cases are transferred to Podgorica’s Clinical Centre. Private hospitals are limited; travel insurance with evacuation cover to Croatia or Serbia is advisable.

Forensic post-mortem at Klinički centar Crne Gore (if ordered). 5. Ministarstvo zdravlja international transport permit. 6. Embalming certificate. 7. IATA air cargo from TGD (Podgorica International Airport) or via DBV (Dubrovnik Airport, Croatia, approximately 60km with international border crossing documentation). Montenegrin cargo routing: TGD-VIE or TGD-BEG then connecting to LHR.
