City repatriation guide
Repatriation from Kotor, Montenegro
Specific guidance for arranging repatriation from Kotor. Local documentation contacts, airport cargo routes, and the typical process for cases originating in this area.
Kotor is the jewel of Montenegro’s Adriatic coast — a walled medieval city at the southern end of the Bay of Kotor, a deeply indented fjord-like inlet. It has grown substantially as a British tourist destination over the past decade, driven by cruise ship calls, villa tourism in the surrounding mountains, and an increasingly direct-flight connection from the UK. Administrative infrastructure for repatriation is in place but Montenegro remains a smaller, less systematised environment than its EU neighbours.
The risk profile for British visitors in Kotor
- Cardiac events: Kotor’s Old City is compact and hilly, and the Ladder of Kotor (approximately 1,350 steps to the fortress above) is a popular excursion that exerts considerable cardiovascular demand. Older tourists and cruise-day-visitors are the primary at-risk group.
- Water sports accidents: Bay of Kotor boat trips, sea kayaking, and swimming from hire boats carry the standard maritime risks.
- Road accidents: The drive from Tivat Airport to Kotor along the bay road, and the mountain road connecting Kotor to Cetinje, are narrow and winding. Traffic accidents are a documented risk.
- Motorbike hire: A growing trend among younger visitors. Unfamiliarity with local road conditions is a contributing factor.
What Montenegrin law requires
The Montenegrin Criminal Procedure Code (Zakonik o krivičnom postupku, Sl. list CG, br. 57/09 i izmjene) requires police notification for all sudden, violent, or unexplained deaths. The Kotor Police (Uprava policije — Odjeljenje bezbjednosti Kotor) attends and, where the cause is unclear, refers the case to the State Prosecutor (Državni tužilac).
Forensic post-mortems for Montenegro are conducted at the Institute of Forensic Medicine (Institut za sudsku medicinu) in Podgorica — Montenegro’s capital, approximately 1 hour 20 minutes from Kotor by road. Body transfer to Podgorica for forensic examination adds 1 working day.

Airport and cargo routing
Kotor has no airport. The nearest is Tivat Airport (TIV), approximately 25 minutes from Kotor. Tivat has limited UK charter services in summer (British Airways and others). However, cargo for human remains routes through Podgorica Airport (TGD), approximately 90 minutes from Kotor.
From Podgorica: connections to LHR are via Belgrade (Air Serbia), Vienna (Austrian Airlines), or Istanbul (Turkish Airlines). There are no direct flights from Montenegro to the UK year-round.
