Repatriation from Los Cabos, Mexico

Specific guidance for arranging repatriation from Los Cabos. Local documentation contacts, airport cargo routes, and the typical process for cases originating in this area.

Los Cabos encompasses two distinct towns at the southern tip of the Baja California Peninsula: Cabo San Lucas (the resort end, known for nightlife, marina, and the Arch) and San José del Cabo (the quieter, more colonial town to the north-east). The corridor between them — Corridor Turístico — contains the majority of the large resort hotels. British visitors come for beach holidays, diving in the Sea of Cortez (Cortés), sport fishing, and golf. Los Cabos is a significant British market, particularly for couples and groups travelling from the UK via connecting flights through the US or Mexico City.

Baja California Sur is a separate Mexican state from Baja California (which covers the northern part of the peninsula, from Tijuana down to Ensenada). Deaths in Los Cabos fall under the jurisdiction of Baja California Sur, with the State Prosecutor’s Office (Fiscalía del Estado de Baja California Sur) in La Paz (the state capital, 175km north) as the relevant authority for criminal or forensic investigations.

Consular coverage

The British Consulate General Los Angeles (2029 Century Park East, Los Angeles CA 90067) covers Baja California Sur as part of its south-west US and Pacific Mexico territory. The British Embassy Mexico City (Rio Santa Fe 505, Lomas de Santa Fe, 01210, Mexico City) handles Mexico-wide consular policy. For deaths in Los Cabos, families should contact the FCDO emergency line first; in practice, Los Angeles Consulate General handles initial liaison.

FCDO 24-hour emergency line: +44 (0)20 7008 5000. British Consulate General Los Angeles: +1 310 789 0031.

What Baja California Sur law requires

Código Civil Federal and Ley de Registro Civil de Baja California Sur: Deaths must be registered with the Registro Civil in the municipality where the death occurred. For Cabo San Lucas, this is the Registro Civil de Los Cabos (Municipio de Los Cabos). The Acta de Defunción is the primary document.

Fiscalía del Estado de Baja California Sur: Sudden, violent, or unexplained deaths are investigated by the Ministerio Público (Public Prosecutor). The SEMEFO (Servicio Médico Forense) attached to the Fiscalía conducts forensic post-mortems. The SEMEFO facility for Los Cabos is in Los Cabos; complex cases may be referred to the SEMEFO in La Paz.

COFEPRIS / Secretaría de Salud de Baja California Sur: The state health authority issues the permit for international transport of human remains under the General Health Law (Ley General de Salud) and its regulations.

Medical coverage

Hospital H+ Los Cabos (Blvd. Lázaro Cárdenas 4885, Los Cabos) is the main private hospital in the resort corridor and the first port of call for insured British visitors. AmeriMed Hospital (Lázaro Cárdenas, Cabo San Lucas) also serves the tourist market with English-speaking staff. IMSS (Instituto Mexicano del Seguro Social) facilities cover uninsured and local cases. For serious trauma, air evacuation to La Paz or San Diego (US) may be required.

The documentation chain

1. Acta de Defunción from Registro Civil de Los Cabos. 2. Ministerio Público report (in sudden deaths). 3. SEMEFO post-mortem (if ordered by Fiscalía BCS). 4. Ministerio Público release of the body. 5. Secretaría de Salud BCS international transport permit. 6. Embalming certificate. 7. IATA cargo documentation — SJD (Los Cabos International Airport) to LHR via Mexico City (MEX) or a US hub.

Los Cabos International Airport (SJD, San José del Cabo) has connections to Mexico City (MEX, 2 hours) and to US hub cities. UK repatriations route cargo via MEX then MEX-LHR (Aeroméxico, approximately 10 hours) or via a US connection.
