Guadalajara, capital of Jalisco state, is Mexico’s second city and a growing destination for British patients seeking cosmetic surgery, dental work, and fertility treatment. The city’s private clinics — operating at significantly lower cost than equivalent UK procedures — attract British nationals for rhinoplasty, liposuction, dental implants, and IVF. Most cases pass without incident. A small but significant number do not. Deaths from anaesthesia complications, post-operative haemorrhage, or sepsis following cosmetic procedures are the primary British repatriation category from Guadalajara.
Jalisco is also a general tourist destination — Guadalajara has a large British expat and long-term visitor community, and deaths from natural causes and accidents are the larger overall category. All deaths in Jalisco are processed through the Jalisco state legal system.
What the British Embassy does — and does not do
The British Embassy Mexico City (Calle Rio Lerma 71, Cuauhtémoc, 06500 Mexico City) covers all of Mexico. There is no resident British consular post in Guadalajara — consular assistance is managed from Mexico City.
The Embassy can: Register the death in UK consular records. Advise on Jalisco documentation requirements. Provide a funeral director referral list for Guadalajara.
The Embassy cannot: Repatriate the body. Pay any costs. Instruct Jalisco authorities.

What Mexican law requires
Under the Código Nacional de Procedimientos Penales (CNPP) 2014, which applies across all Mexican states including Jalisco, sudden, violent, or unexplained deaths are investigated by the Fiscalía General del Estado de Jalisco (FGE Jalisco) or, in federally relevant cases, the Fiscalía General de la República (FGR). Forensic post-mortems are conducted by the Instituto Jalisciense de Ciencias Forenses (IJCF), the state forensic science institute, at their Guadalajara facility.
For medical tourism deaths — where a death follows a procedure in a private clinic — the FGE Jalisco typically opens a preliminary investigation (Carpeta de Investigación), particularly where the cause of death is a complication rather than a recognised pre-existing condition. This can add significantly to the timeline.
Death certificates (Certificado de Defunción) are issued by the Registro Civil de Jalisco (Civil Registry of Jalisco State).
The documentation chain
1. Certificado de Defunción. Issued by Registro Civil Jalisco following medical certification of cause.
2. Fiscalía clearance (in sudden or investigated deaths — in clear expected natural deaths in hospital, may not be required, but the clinic or hospital should confirm).
3. IJCF post-mortem report (where investigation is opened).
4. International transport permit. Issued by COFEPRIS (Comisión Federal para la Protección contra Riesgos Sanitarios) or COPRISJAL (Consejo de Salubridad del Estado de Jalisco) depending on the authority chain.
5. Embalming certificate.
6. IATA cargo documentation — GDL to connecting hub and onward.

Airport and cargo routing
Don Miguel Hidalgo y Costilla International Airport Guadalajara (GDL) has no direct London service. Standard routing: GDL to Mexico City (MEX, 1 hour on Aeromexico/VivaAerobus) then MEX-LHR British Airways direct (approximately 10 hours); or GDL to Los Angeles (LAX, 3.5 hours on American Airlines) then LAX-LHR BA direct. The funeral director selects routing based on current cargo availability.

- Medical tourism complication, FGE Jalisco investigation: 14 to 28 days
- Extended forensic investigation: 4 to 8 weeks
Key local considerations
Where a death follows a procedure in a private clinic, the clinic may be uncooperative in releasing records if they anticipate a complaint or legal claim. The family should formally request all medical records — in writing, citing the CNPP right to access — before any documentation is released to the clinic for their own files. The British Embassy Mexico City can advise on Mexican lawyers who handle medical legal matters in Jalisco. Activity operators and clinics in Mexico are required to hold liability insurance — confirmation of coverage is relevant to the subsequent UK insurance claim.
