What the British Embassy does — and does not do

The British Embassy Riga (J. Alunāna iela 5, Rīga LV-1010) is the UK consular authority for all deaths in Latvia.

The Embassy can: Register the death in UK consular records. Advise on documentation requirements for UK authorities.

The Embassy cannot: Repatriate the body. Pay any costs. Shorten the mandatory VTME examination process.

What Latvian law requires

Under the Kriminālprocesa likums (Criminal Procedure Law of Latvia) and the Ministru kabineta noteikumi Nr. 42 (Cabinet Regulation No. 42 on Forensic Expert Examinations), sudden, violent, or unexplained deaths are reported to the State Police (Valsts policija), who refer the case to the VTME. The VTME (Šarlotes iela 1a, Rīga LV-1001) is the national forensic science body and the only competent authority for official forensic post-mortems in Latvia.

For deaths with a certifiable cause confirmed by a treating physician, a VTME examination may not be required — but this applies only to expected deaths under medical supervision.

The documentation chain

1. Miršanas apliecība (death certificate). Issued by the Civil Registry Office (Dzimtsarakstu nodaļa) in Riga.

2. VTME protocol (where forensic examination conducted). Authorises body release.

3. Atļauja stura ārpus Latvijas (export permit for human remains). Issued by the National Health Service (Nacionālais veselības dienests, NVD).

4. Certified Latvian-to-English translations. Required for UK authorities.

5. Embalming certificate.

6. Freedom from infection certificate.

7. IATA cargo documentation.

Airport and cargo routing

Riga International Airport (RIX) has direct UK services via airBaltic (RIX-LGW) and Ryanair. For cargo requiring BA routing, the standard option is RIX to Helsinki (HEL, 1 hour) then HEL-LHR, or RIX to Frankfurt (FRA, 2 hours) then FRA-LHR. The funeral director will confirm the most efficient cargo route at the time of the case.
