Repatriation from Masai Mara, Kenya

The Masai Mara National Reserve, and the surrounding Mara Ecosystem conservancies (Naboisho, Olare Motorogi, Ol Kinyei, Mara North, and others), is Kenya’s most famous wildlife destination. British visitors come in significant numbers, drawn by the annual wildebeest migration and year-round Big Five game viewing. The camps and lodges in the Mara range from tented camps accessible only by light aircraft to luxury permanent lodges. Deaths in the Mara are uncommon but not exceptional. The categories that occur are: cardiac events (a large proportion of safari visitors are older, and the combination of heat, altitude at 1,500 to 1,700 metres, and physical exertion can be a factor), vehicle accidents on unmade tracks, and very rarely wildlife encounters.

The particular challenge of a death in the Masai Mara is the remoteness. The nearest town of any size is Narok (75km) and the nearest large city is Nairobi (270km). Communications from the bush are unreliable. Families in the UK can spend 12 to 24 hours unable to reach anyone with authoritative information.

The British High Commission Nairobi (Upper Hill Road, Nairobi) is responsible for all of Kenya. There is no consular presence in the Mara region. All consular engagement goes through BHC Nairobi.

What Kenyan law requires

The Inquests Act, Chapter 68 (Kenya): Sudden and unexplained deaths must be reported to the Kenya Police Service. For deaths in the Masai Mara National Reserve and the surrounding conservancies, the relevant Kenya Police station is Aitong Police Station (inside the reserve) or Narok Police Station. Deaths in private conservancies outside the national reserve are in Narok County; the OCPD (Officer Commanding Police Division) Narok handles the investigation referral.

Post-mortem examination: Forensic post-mortems are conducted at Nairobi. The Government Chemist and the Department of Pathology at Kenyatta National Hospital in Nairobi handle the majority of forensic cases for Narok County. Transfer of the body from the Mara to Nairobi may take 6 to 12 hours by road under normal conditions, or 45 minutes by charter aircraft.

Death certificate: Issued by the Registrar of Births and Deaths under the Births and Deaths Registration Act (Chapter 149). For deaths in Narok County, registration is at Narok. The certificate must be issued before international repatriation paperwork can be completed.

Import/export permit: Issued by the Ministry of Health, Kenya, under the Public Health Act (Chapter 242).

Medical coverage

There is no hospital in or near the Masai Mara. All serious medical cases are evacuated by light aircraft to Nairobi (Wilson Airport) by the Flying Doctors Society of Africa (AMREF) or by private air ambulance. UK travel insurance policies that include medical evacuation will cover AMREF. Where death occurs at a camp or in the field, the camp manager notifies the Kenya Police and arranges mortuary storage until the formal process begins.

The documentation chain

1. Kenya Police Service report from Aitong or Narok Police Station. 2. Post-mortem result from Nairobi forensic pathology. 3. Death certificate from Narok Registrar or Nairobi Registrar (depending on where death is registered). 4. Ministry of Health export permit. 5. Embalming certificate. 6. IATA cargo documentation — NBO (Jomo Kenyatta International Airport) to LHR.

Jomo Kenyatta International Airport (NBO) is the cargo hub. Kenya Airways operates NBO-LHR direct (approximately 8.5 hours). British Airways and Virgin Atlantic also operate NBO-LHR routes.

Timeline from Masai Mara

  • Natural death, no investigation: 14 to 21 days
  • Kenya Police investigation, uncomplicated: 21 to 35 days
  • Complex case or delays in Nairobi pathology: 6 to 10 weeks
