Kyoto (京都) is the former imperial capital of Japan and its most visited heritage destination for British tourists. The city’s 1,600 Buddhist temples and Shinto shrines — 17 of which are UNESCO World Heritage Sites — draw visitors for cherry blossom (late March to mid-April), autumn foliage (November), Gion Matsuri festival (July), and cultural immersion year-round. Unlike Tokyo or Osaka, Kyoto has a smaller permanent foreign community, so most British deaths here are tourists rather than long-term residents.

Kyoto is in Kyoto Prefecture (京都府, Kyoto-fu), a distinct administrative entity from Osaka Prefecture (which covers Osaka and Kobe). This is relevant: the forensic and administrative chain runs through Kyoto prefectural institutions, not Osaka’s, even though the two cities are geographically close.

Consular coverage

The British Embassy Tokyo (1 Ichiban-cho, Chiyoda-ku, Tokyo 102-8381) is the UK diplomatic mission for all of Japan. There is no British consular presence in Kyoto. The Embassy handles all consular matters for deaths in Kyoto Prefecture.

What Japanese law requires

Code of Criminal Procedure (刑事訴訟法, Law No.131/1948): Sudden, unnatural, or unexplained deaths in Japan are reported to the police. The Kyoto Prefectural Police (京都府警察) attends and investigates. The public prosecutor (検察官, kenjikan) has authority to order a forensic post-mortem (解剖鑑定, kaibou kantei).

Death registration: When a death occurs, a Shindan-sho (診断書, attending physician’s certificate) or Shibou-kentei-sho (死亡検案書, post-mortem certificate) is prepared. The family submits a Shibou-todoke (死亡届, death notification) to the Kyoto City Hall (京都市役所, Kyoto-shi Yakusho) within 7 days. The city then issues the official death certificate.

Forensic pathology: The Department of Forensic Medicine at Kyoto Prefectural University of Medicine (京都府立医科大学, KPUM, Kajii-cho, Kawaramachi-Hirokoji, Kyoto) conducts forensic post-mortems for Kyoto Prefecture cases referred by the police and prosecutor.

International transport permit: The Ministry of Health, Labour and Welfare (MHLW, 厚生労働省) and the relevant quarantine station issue the export permit for human remains. The Osaka Quarantine Station covers Kyoto Prefecture.

Medical coverage

Kyoto University Hospital (京都大学医学部附属病院, Shogoin Kawahara-cho 54, Sakyo-ku) is the principal academic hospital and trauma centre. Kyoto Prefectural University of Medicine Hospital (府立医科大学附属病院) is the other major facility. For emergency trauma, these hospitals serve the city. The Forensic Medicine Department at KPUM handles post-mortem investigations independently of the clinical side.

The documentation chain

1. Shindan-sho or Shibou-kentei-sho from attending or post-mortem physician. 2. Shibou-todoke (死亡届) submitted to Kyoto City Hall — official death certificate issued. 3. Kyoto Prefectural Police investigation report (in sudden/unnatural deaths). 4. KPUM forensic post-mortem (if ordered by the prosecutor). 5. Police and prosecutor release of the body. 6. Osaka Quarantine Station export permit (MHLW). 7. Embalming certificate. 8. IATA cargo documentation — KIX (Kansai International Airport) to LHR.

Kansai International Airport (KIX) is approximately 75 minutes from central Kyoto by Haruka Express train. British Airways operates a direct KIX-LHR service (approximately 12 hours). KIX is the primary international cargo airport for the Kyoto-Osaka-Kobe (Keihanshin) metropolitan region.
