City repatriation guide

Repatriation from Debrecen, Hungary

Specific guidance for arranging repatriation from Debrecen. Local documentation contacts, airport cargo routes, and the typical process for cases originating in this area.

Debrecen is Hungary’s second-largest city, in the Eastern Great Plain (Alföld) near the Romanian border, approximately 220 kilometres east of Budapest. It is the cultural and economic capital of eastern Hungary, home to the University of Debrecen (one of Hungary’s largest universities), and has a significant medical and life sciences sector that attracts academic visitors, patients from the region, and international students — including a notable number from Middle Eastern and African countries who sometimes have British family connections.

Direct flights from London Luton and East Midlands Airport via Ryanair and Wizz Air serve Debrecen Airport (DEB), making it accessible for British visitors. British tourism to Debrecen tends to be independent city-break traffic and medical tourism, rather than the stag/hen segment that dominates Budapest.

This site has a page for Budapest. Debrecen is the main city outside the capital where British deaths in Hungary are likely to occur.

What Hungarian law requires

A büntetőeljárásról szóló törvény (Be., Criminal Procedure Act, Act XC of 2017): All sudden, violent, and unexplained deaths are reported to the Rendőrség (Hungarian Police, Hajdú-Bihar Vármegyei Rendőr-főkapitányság, Debrecen). The Ügyészség (Public Prosecution Service) supervises investigation cases and may order a forensic autopsy.

Anyakönyvi eljárásról szóló törvény (Act II of 2010 on Civil Registry Procedure): Deaths are registered at the Anyakönyvi osztály (Civil Registry Office) at the local önkormányzat (municipality). For Debrecen, this is Debrecen Önkormányzat. The halotti anyakönyvi kivonat (death certificate extract) is the primary civil document.

Forensic post-mortem: The Igazságügyi Orvostani és Szervezeti Törvényszéki Intézet — the Institute of Forensic Medicine — at Debreceni Egyetem Kenézy Campus (Bartók Béla út 2–26, Debrecen) is the regional forensic facility for Eastern Hungary.

Hajdú-Bihar Vármegye public health office permit: The Hajdú-Bihar Vármegyei Kormányhivatal (County Government Office) issues the international transport permit (külföldre szállítási engedély) for bodies leaving Hungary from this region.
