Estonia’s most significant logistical constraint for repatriation is its forensic pathology system: there is exactly one accredited forensic pathology institute in the country. The Kohtuekspertiisi ja Kriminalistika Keskus (KKK — Centre of Forensic Science, formerly the Estonian Forensic Science Institute) in Tallinn handles all forensic post-mortems for the entire country. Deaths requiring forensic examination from Tartu, Pärnu, or anywhere else in Estonia are transferred here. In a small country, this concentration of forensic capacity is administratively efficient, but it means all cases flow through one point — and caseload at the centre directly determines how quickly cases are processed.
What the British Embassy does — and does not do
The British Embassy Tallinn (Wismari 6, 10136 Tallinn) is the UK consular authority for all deaths in Estonia.
The Embassy can: Register the death in UK consular records. Advise on Estonian documentation for UK authorities. Provide a list of funeral homes with repatriation experience.
The Embassy cannot: Repatriate the body. Pay any costs. Override Estonian legal processes.

What Estonian law requires
Under the Kriminaalmenetluse seadustik (Code of Criminal Procedure), sudden, violent, or unexplained deaths are reported to Estonian Police and Border Guard Board (Politsei- ja Piirivalveamet, PPA), who decide whether a forensic examination is required. Forensic work is referred to the KKK in Tallinn.
For deaths with a certified cause, the treating physician issues the surmateatis (death certificate) and the process does not involve police.
The documentation chain
1. Surmateatis (death certificate). Issued by the treating physician or KKK forensic physician.
2. Surmatõend (registered death certificate). Registered with the Population Register (Rahvastikuregister) via the Health Board.
3. International transport permit. Issued by the Estonian Health Board (Terviseamet) for international repatriation. The Terviseamet is the competent authority for export documentation in Estonia.
4. Certified Estonian-to-English translations. Required for all documents submitted to UK authorities.
5. Embalming certificate.
6. Freedom from infection certificate.
7. IATA cargo documentation.

Airport and cargo routing
Tallinn Airport (TLL) has no direct LHR service. The standard cargo routing is TLL to Helsinki Vantaa (HEL, 1 hour by air), then HEL-LHR via British Airways. An alternative: TLL to Riga (RIX, 4 to 5 hours by road or 1 hour by air) and onward connections. The funeral director will advise on current routing based on cargo schedules. Build in at least one extra day for the connecting leg.
