Tirana is the capital and by far the largest city of the Republic of Albania, with a metropolitan population of around one million. British interest in Albania has grown steadily since the early 2010s as the country opened further to tourism and direct budget flights from the UK became available. The British Albanian diaspora is also significant — Albanian-born residents in the UK numbered in the hundreds of thousands, many of whom travel back to Albania for family events. Tirana itself attracts city-break tourism, business travel, and transit to coastal destinations.

What Albanian law requires
Kodi i Procedurës Penale (Albanian Code of Criminal Procedure, Law No. 7905/1995, amended 2017): Sudden, violent, unexplained, and suspected criminal deaths are investigated by the Prokuroria (Prosecutor’s Office), which may order a forensic autopsy.
TIMS — Total Information Management System: Deaths of foreign nationals are flagged through TIMS, Albania’s border and residency management database, as part of notification to the Drejtoria e Gjendjes Civile (Civil Status Directorate).
Ligji nr. 8503/1999 “Për barrën tatimore” (no — Civil Status Law): The Drejtoria e Gjendjes Civile (Directorate of Civil Status, under the Ministry of Interior) registers deaths and issues the Çertifikatë Vdekjeje (death certificate).
Instituti i Mjekësisë Ligjore (IML, Institute of Legal Medicine, Rruga e Dibrës, Tirana): The IML is the national forensic medicine institute and conducts all prosecutor-ordered post-mortems. It operates under the Ministry of Justice.
Ministry of Health export permit: The Ministria e Shëndetësisë e Mirëqenies Sociale issues the international transport authorisation.

Medical coverage
Spitali Universitar i Traumës (University Trauma Hospital, Rruga e Dibres) and Qendra Spitalore Universitare “Nënë Tereza” (Mother Teresa University Hospital) are the main hospitals. The British Embassy can provide lists of private practitioners and hospitals familiar with foreign-national cases.
The documentation chain
1. Çertifikatë Vdekjeje from Drejtoria e Gjendjes Civile. 2. Prokuroria investigation release (sudden/violent deaths). 3. IML Tirana forensic post-mortem report (if ordered). 4. Ministria e Shëndetësisë international transport authorisation. 5. Embalming certificate. 6. IATA air waybill via TIA (Tirana International Airport Nënë Tereza) to LHR or MAN via connecting hub.
Tirana International Airport (TIA) connects to London Heathrow via Ryanair and Wizz Air with multiple daily services. For human remains cargo, timings depend on cargo handling capacity at TIA, which is adequate for normal repatriation volumes but should be confirmed with the handling agent.
Timeline from Tirana
- Natural death, expected, hospital: 10 to 18 days
- Sudden death, prosecutor investigation: 21 to 35 days
- Complex forensic case: 6 to 10 weeks
Translation of Albanian documents into English requires certified translators accredited by the Ministry of Justice or the British Embassy’s preferred list.
