What Albanian law requires

The Albanian Code of Criminal Procedure (Kodi i Procedurës Penale i Republikës së Shqipërisë, Ligji nr. 7905 date 21.3.1995 i ndryshuar) requires police notification for all sudden, violent, or unexplained deaths. The Saranda Police (Drejtoria Vendore e Policisë Sarandë) attends. Cases requiring forensic investigation are referred to the Institute of Forensic Medicine (Instituti i Mjekësisë Ligjore, IML) in Tirana — the only fully equipped forensic institute in Albania.

For deaths in Saranda requiring a forensic post-mortem, body transfer to Tirana (approximately 4 to 5 hours by road) is required. This adds 1 to 2 working days.

The documentation chain

1. Vërtetim vdekjeje (death certificate). Issued by the treating physician or the IML forensic institute.

2. Akt i vdekjes (civil register death act). Registered at the Saranda Civil Registry Office (Zyra e Gjendjes Civile Sarandë). Processing: 3 to 7 working days.

3. Leje për transferimin e kufomave jashtë shtetit (permit for transfer of human remains abroad). Issued by the relevant regional health authority (Drejtoria Rajonale e Shëndetit Publik, Sarandë/Vlorë). Processing: 3 to 7 working days.

4. Embalming certificate.

5. Freedom from infection certificate.

6. IATA cargo documentation.

Airport and cargo routing

Saranda has no airport. The nearest airports are:

  • Corfu Airport (CFU, Greece): Accessible by ferry from Saranda (approximately 45 minutes). However, using CFU requires the body to cross an international border into Greece, which adds Greek customs and health authority requirements. This route is used in practice but requires careful coordination.
  • Tirana International Airport Nënë Tereza (TIA): The main Albanian international airport, approximately 4 to 5 hours north by road. This is the standard repatriation cargo point. British Airways does not operate TIA directly. Connections to LHR are typically via Vienna (Austrian Airlines), Rome (ITA Airways), or Istanbul (Turkish Airlines).
