The Central African Republic is consistently ranked among the world’s most fragile states, and that reality shapes this article more than any single procedural detail. This is not a case where extra budget buys extra reach. Geography and security set the outer limit of what is achievable, full stop.
Armed groups control most of the territory
Former Seleka factions, anti-Balaka militias, and other armed groups hold significant ground outside Bangui, and the Russian Wagner Group, rebranded as Africa Corps since its 2018 deployment, plays a substantial role in government military operations. This is the backdrop against which every CAR case has to be assessed, not a side note.
Consular support, at a distance
There is no resident British Embassy in Bangui. The British Embassy in Yaounde, Cameroon, covers CAR on a non-resident basis, registering the death for UK purposes and giving an honest read on whether a given case can actually proceed. That distance adds real coordination time compared with a country that has its own resident post.
Registration in Bangui, investigation with layers
CAR operates French civil law. The etat civil issues the acte de deces once the attending physician has certified cause of death. For anything non-natural, the Forces Armees Centrafricaines or police must attend, and given the security context, this can draw in the UN’s MINUSCA peacekeeping mission alongside national authorities. Once civil registration and clearance are both complete, the Ministry of Health issues the export permit.
Bangui is possible. Nowhere else is.
The FCDO advises against all travel to every area of CAR outside Bangui, and even Bangui itself sits under an all-but-essential advisory. Twenty-eight to ninety days is realistic for a case that can be reached and processed in the capital. Outside it, body recovery through standard civilian means is not achievable, and no repatriation firm can promise otherwise.
